That is a great question! Interesting article. I see it as more of an obligation...an 11-member presidential panel with 8 members appointed by Reagan concluded in 1983 that:

"...society had an ''ethical obligation to insure equitable access to health care'' for all Americans, even at a time of budget cutbacks and fiscal austerity.

The 11-member commission, headed by Morris B. Abram, former president of Brandeis University in Waltham, Mass., concluded that the Federal Government had the ''ultimate responsibility'' for seeing that this obligation was met, although the Government did not have to be involved in the health care of all Americans."

I think it is reasonable to have a minimal standard, and I don't really agree with the whole "where will it end". I don't think that the majority of Americans who favor universal health care would also argue that everyone is entitled to the same standard of housing, for example.

But anyway, as a British paper said this week (don't remember which one) "We are all Socialists now, Comrade!" Ha. I know it isn't really funny.
